Yes, technically markup qualifies as a programming language.  I've been working with HTML for over a decade.  HTML5 is now the big thing to learn, but most frameworks I'm using, i.e. Drupal, are still using older versions of HTML.

HTML is where you make most of your SEO come alive. I'm apt to give this detail of HTML proper consideration in Web development.
